I had the same problem.
I track it down to the "Document and Settings\<mylogin>\Application Data"
directory having read only attribut.
I don't know why or where it is normal or not to have this directory read only,
but allowing write to this directory (and for all subdirs) allow me to register
OOO and not having anymore this annoying dialog box.
