This is not a defect. It is a quite common misconception of CSV importing
programs to assume that a quoted field should be text and an unquoted field
should be a numeric value. That doesn't hold. The only "specification" (note
that there doesn't exist a real spec) for CSV says that a field containing the
field separator or a newline or a quote or leading and trailing blanks must be
enquoted and quotes therein must be escaped by doubling them. See also
http://www.creativyst.com/Doc/Articles/CSV/CSV01.htm that is the best
description of CSV I've come across so far.
Note also that the implementation of issue 4925 will offer the choice of
exporting "like displayed", which will also take number formats into account, so
your problem may be solved with that.
@eclypse: Excel export is completely unrelated.
