I knew I saw this before. This is issue 58709, see my comment from Fri Dec 16,
06:33:58. I'm not closing as duplicate as you confirmed you use the right
dmake. With all due respect, I doubt that.
In your build environment, i.e. after sourcing winenv.set, but not in the dmake
directory, can you please repeat the test of the dmake version:
$ which dmake.exe
and
$ dmake -V
