The dialog box opened from “File > New > Templates and Documents” does not
support Windows XP shortcuts. This is inconsistent with the File > Open dialog
box (and other file-open-related dialogs) which do support shortcuts.

Test to show the problem:
Place a shortcut to a folder in “My Documents” called “My shortcut”.
Do File > Open, select “My Documents” , and then select “My shortcut”
- The referenced folder can be opened.
Do File >  New > Templates and Documents, select “My Documents” , and then
select “My shortcut.lnk”
- The shortcut is opened as a file and not as a folder.
