Perhaps it is time that the webpages are updated for these development releases that reflect this policy. I was not aware nor were many of our users and it caused no end of problems trying to explain. Now I can. I am very aware that Yoshi's method works but it is beyond most of our user base so these instructions should be made available from the download page.
