I am reopening, because issue #39486 is a request for a shortcut key to jump to
the last cursor position, while this is (at least now) a request to revert to
the behavior in 1.1.x.

A user should be able to have the choice as to whether or not the cursor
position should be saved. The spec quoted for the change has a scenario that is
perhaps legitimate, but the resolution is not adequate.

If you have two users with different prefs, the answer is not to ignore the
prefs of one of the users, but rather have an option so that all can be happy.

If it is thought that there are too many options, then this is not one to 
remove.
