After email discussion with original poster, we determined that the behavior
exhibited by OOo is identical to that of MS Office, although not identical to
other Windows programs (notepad, mspaint, etc). Both OOo and MS Office exhibit a
left to right gradient in the menu bar, which makes the right hand side a
lighter color gray than other windows programs. However, because MS Office
exhibits this behavior too, there is a precedent for displaying this sort of
gradient. It is not a defect, simply a design choice.
After discussion with initial poster, closing this issue.
