I guess, that the existing heading numberings have additional "hard number"
attributes, which will outrule the (soft) outline numbers. Try to place the
cursor in one of the existing headings and press "Numbering off" (third) button
in Numbering toolbar. Repeat this for all headings in the document and after
this new created headings should be numbered properly.
