The point I was making is, why is that "PEN" button given in Navigator?

Because this function has absolutely nothing to do with navigation.

While Nabigator of Writer is a fully evolved pane, the Navigator in Impress is
just a list of slide-names (not even equivalent to the slider sorter.) In its
current form, it cannot do ANYTHING special that can't already be done using
other parts of the GUI.

But it COULD have been used for special purposes. For example, just like the
"tables" or "headings" trees in Writer, the Navigator in Impress could have
shown the following-

1. "custom shows" tree (this tree has all custom shows as its nodes. Each node
shows slides contained in the custom show.)

2. "Slides" tree (each slide node shows objects inside that slide. If the
objects are grouped, then the groups are shown as nodes; and then the slides in
each group are shown under that node)

Instead of such special functions, the Impress Navigator has a pen button in its
toolbar and then it is made a part of GUI when the slide show is on (in window
mode). 

These buttons could have been provided in a separate toolbar, or made part of
the screen (as in PowerPoint 2003). In other words, Navigator was not the only
place where these buttons could have been provided.

All in all, Navigator is a completely wasted piece of GUI in Impress.
