Yes, using TL there is correct, since it is only about the legacy number format
codes. The actual currency formats you see in the dialog are merged durgin
runtime from the information of the number formats and what is defined as the
default currency.
Only that the usedInCompatibleFormatCodes=true still appears twice and is an
error. I'll correct that when I start working on this issue, no need to attach
yet another version, you may of course if you wish..
