I think it is a bug even though MS Word is the same way. If your document is set
to justified alignment and you have Numbering or Bullets turned on and want to
skip a line by pressing Shift+Enter it will spread your text across the page
even if there are only two words on the proceeding line.

Steps to Reproduce:

1. Open a new text document
2. Set paragraph alignment to justified
3. Turn ON Numbering or Bullets 
4. Type two or three words in after you number or bullet
5. Press Shift+Enter to skip a line in your Numbering or Bullets
6. The line that you just typed two or three words on is skewed across the 
document.
