The ODF definition may be just "incomplete" in this case, because there are not enough resources to document everything into the last detail. Well, at first it may assume that "do not split" is implied in "keep with next". But the current behaviour is also used by other WordProcessors and it gives the user two possibilites: "keep" without "split" and keep with "split". So why disallow one of the two possibilities?
