Clearly this is the problem. The file that is send to me is NOT .xls!

I tried a workaround: first open in Excel and save as a worksheet; but OO202 still does not recognize the value in the cells when referenced in another spreadsheet.

If the file opens with writer/web, it's most probably a HTML file with XLS extension. As this file isn't a valid binary Excel file but an text based HTML file it's correct that it opens in writer/web. So this is probably a double to some other Issues.
