I think the consistency of the UI with the host desktop software (i.e. Gnome/GTK+ on gnome-based desktops) is of much greater importance. OOo isn't quite as broken as Firefox, where onscreen focus is entirely lost when navigating past disabled menu items, but the onscreen focus indication is rather poor nonetheless; this is another disadvantage to the current inclusion of disabled menu items in the keyboard navigation sequence.
