I can't confirm. With a downloaded version
(http://ftp.linux.cz/pub/localization/OpenOffice.org/2.0.2/OOo_2.0.2_windows_install_de.exe
& http://de.openoffice.org/downloads/quick.html) there is no english text while
installing OOo. Do you have a german operating system?
@ hfischer: Is there a plan (issue) to translate the about box?
