As no guest users are allowed to enter the usernames > in the cc field. That is a lame excuse. The field 'CC' contains *clearly* incorrect information if you are not logged in. You can claim it's fair enough if someone is not authenticated - whatever, but the message should read "not authenticated", "this is top-secret" or whatever ;-> rather than "no-one CC'd" which is misleading & incorrect.
