thanks for your new comments, but unfortunately they do not answer to my
question, and so there are too many obscurities. 
So please let's try with my testdocument "testfile.ods". For all steps please
give us a "Yes" or a "No, actually I see ..."

1. Open testfile and try function of hyperlinks:
1.1. Sheet1.C3 leads to this issue tracker page.                  (Y/N ?) 
1.2. Sheet1.C5 leads to this issue tracker page.                  (Y/N ?)
1.3. Sheet1.C7 leads to t some text in Sheet2                     (Y/N ?)
1.4. Sheet1.C9 leads to t some text in Sheet2                     (Y/N ?)

1.1 to 1.4 tested and answered with "yes" or "no"?

2. Change to Sheet 1
3. Mouseclick to A1
4. 4x Cursor key right, 1x down leads to cell "D2", you read 
   "Here I am" in input pane                                      (Y/N ?)
5. Cursor key 1x left 1x down moves to cell C3
   Doubleclick into the  word hyperlink will show Caret Cursor 
   in word "hyperlink"                                            (Y/N ?)
6. Press cursor key until caret flickers directly left from
   hyperlink. Works?                                              (Y/N ?)
7. Press "Shift" and then additionally Cursor right"
   cell content with hyperlink should be highlighted              (Y/N ?)
8. Press hyperlink button 
   (alternatively: Menu "Insert Hyperlink")
   Hyperlink dialogue with URL in 'Target Pane' should open       (Y/N ?)
9. Click into 'Target Pane' and change "63475" to "63474"
   Works?                                                         (Y/N ?)
10. Click into 'Text Pane' and change "63475" to "63474"
   Works?                                                         (Y/N ?)
11. Apply /Close
   Hyperlink with new text ending with "63474" now should lead 
   to <http://www.openoffice.org/issues/show_bug.cgi?id=63474>     (Y/N ?)

Please Contribute a comment looking like

8. No, Neither Icon nor Menu will open Hyperlink dialogue ....

Please also check for Cells C5, C7, C9.
If you find behaviour that differs from experiences in step 4. to 11. please 
report.
