So the user knows that the functionality is not available in the current context. If this menu item is just not there for disabled users (what would happen if we jump over them, because the won't get read) the user does not know that they are there. We already have an option in OOo (Options - OOo - View-Menu - Show inactive menu items) to hide inactive main menu items. To hide disabled main menu entries was planned to be the default, but due to a poor user experience, it got only default for context menus.
