I am about to disable the functionality for for gail < 1.8.6 and at-spi < 1.7.0
at runtime, so such a test wouldn't make much sense.
However, since time to 2.0.3 is short, I prefer this solution over fiddling with
configure and (re-)introducing ENABLE_ATKBRIDGE all over the place.
