At first i thought this might be like issue 60519 a problem with timers not
being called, but
actually this is not an OOo issue: you can achieve the very same effect using
two terminal windows. It seems that if you move a window hectically around that
you make the Xserver so busy that the client applications don't get their
timeslices to execute the events produced. OOo is of course more susceptible to
this problem since we paint more slowly than e.g. a terminal window.
