The problem is that the filter detection does not know anything about the lis extension, therefore it's your turn to tell Calc which filter it has to use. In your case it's the Text CSV (*.csv,*.txt) filter. If you select it after clicking on the filename, it opens without any problem. You can also change the extension to .csv. In this case the csv import dialog comes up without selecting the filter manually.
