2006 -------
I checked with "2.0.2  German version WIN XP: [680m5(Build9011)]" and
"Mozilla/5.0 (Windows; U; Windows NT 5.1; de-AT; rv:1.8.0.1) Gecko/20060130
SeaMonkey/1.0" and also IE6 (same fesults with IE6 and seamonkey)

I was able to reproduce the problem: 
I was not not able to download attachment from a.m. URL.
Access also fails with IE6

Additionally I was able to upload my testfile 'Neu Textdokument %.txt' as an
attachment to issue tracker, but when I click the hyperlink 
<http://www.openoffice.org/nonav/issues/showattachment.cgi/35568/Neu%20Textdokument%20%.txt>
I will get the error message as reported.

It does not matter where the '%' is located in the filename as you can see with
other test attachmets from issue 64113

With Seamonkey I was able to download .txt test documents using 'rightclick -
save link target as ...', but I failed using IE6 in the same way.

With both browsers I can view the testfiles containing '%' If I simply delete
the '%' from the URL in the URL pane after I got the error message.
