Exemplar characters are the characters a language consists of, according to your description it seems that the CLDR definition is wrong in this regard, and you could file a bug against the CLDR, see http://www.unicode.org/cldr/filing_bug_reports.html and include the omniglot.com reference in the description. However, what makes me wonder a bit is, on that page the 'c' is not included in the alphabet, but is included in the pronunciation of consonants. The LC_INDEX index key characters define the order in which entries are sorted in index pages you can generate in the Writer application. Characters not mentioned there are sorted to the end in Unicode order. Now it depends how characters not present in the Faroese language, like 'c' for example or other Latin characters in this case, should be sorted in an index page. Are they expected to appear in between the known Faroese characters, like they would with [a-zÃÃÃÃÃÃÃÃ], do they have special positions, or are they simply appended, as it would happen with [aÃbdÃefghiÃjklmnoÃprstuÃvyÃÃÃ]. Btw: it's not "over" and "under", but "above" and "below" instead, which can make a difference. The expressions are used in the Writer when referring other positions above or below a text, see menu Insert.Fields.Other.References "Set Reference"/"Insert Reference".
