Engineering was able to conclude what's causing this; here is a scenario that
will give rise to this error.

(1) using configuration options / advanced configuration, ensure that users
are not required to comment when making changes (currently this is not set in
OpenOffice.org; users are required to comment when making changes)
(2) enter a dependency for an issue
(3) go to the issue again (it is not necessary to use the back button --this
isn't related to the midair collision logic) and change the same dependency
In step (3), the same timestamp is used as in step (2). Because of this, we
enter some bogus data -- the two activities weren't actually at the same time.
But regardless -- this is fixed in a future version -- we have fixed the
timestamps which we create.

after the Danube-S upgrade (due in the next 2 months).
