I checked with "2.0.2 German version WIN XP: [680m5(Build9011)]"

Steps to reproduce:
1. Open new spreadsheet
2. Insert image from file
3. click "Anchor Button"
expected: Pulldown showing possible selections should appear (as you
             see in context menu "Anchor")
actual: with every mouseclick anchoring toggles between "to page"
and "to cell" (watch anchor symbol nearby image)

Of course, the current behaviour is not really inexpedient, because there are
only 2 selections possible. But I first thougt, there would be some malfunction
with the Anchor Button, and I believe, other users might mistake in the same
way.
