They all claim "regular tarballs" - which is apparently not true. The do not mention requirements or other stuff. As you say: People use dedicated tools to build them - Taking this as reason not to provide information on the package-requirements or installation process is weired at best. Having instructions to run a tool is far different from documenting the format. I can tell: In MS-Word use File|Save your text in doc format. In your theory this would be "it is documented how to create doc files". An even when one has a look at the tool, one never knows *why* it does a certain thing.
