However, from the usability point of view, this *is* an issue (it has puzzled me quite some time). I would seriously suggest disabling the "allow hanging punctuation" option by default: 1) Disabling this option won't cause headaches, since people really wanting it can enable it anyhow (though I doubt anyone would want it); 2) I do not remember reading Chinese documents with punctuation marks out of the margin.--This is ugly!
