I think you're mixing up two things: the locale assigned to a portion of text, available within the character attribution's font dialog, and the locale data that is necessary to be able to choose a locale as the default document locale, which your screenshot showed. Note that currently Latin's ISO code mapping is only "la", with no region associated, so your spell checker should also only use la, and not la_VA. I agree however, that the region should be included and the ISO code mapping should be la-VA instead, which would also allow to provide a correct la_VA.xml locale data file.
