The numbering style of a paragraph style is not saved if no actual text
paragraph is defined using the style

If I define a paragraph style "A" to use a numbering style and then save the
file, when I reopen the file the numbering style definition is lost. This seems
only to occur when no text paragraph is defined in the document using that
paragraph style.
