This behavior has been observed in OOo 1.1.4 and 1.9.71

I have a page that contains a frame.  A grayscale bitmap image (TIFF) was
inserted into the frame.  When the page is inserted as a subdocument into a
Master Document, the image is neither displayed nor printed.  When the
subdocument is opened for editing from the navigator, the image in the frame is
displayed.

To work around this problem, the frame was removed and the image inserted
directly into the page.  It displays and prints from the master document in this
mode.

I didn't create a new master document in 1.9.71 but opened the original *.sxg 
file.
