It's usually due to incorrectly interpreting the number of lines to scroll as reported by SystemParametersInfo(SPI_GETWHEELSCROLLLINES), which returns UINT_MAX (-1) for page at a time. Could you reconsider fixing this for 2.0 final? I use Calc all day, and this is a constant irritation.
