  Similar phenomenon can be observed on Linux.

Additional Information
  A Linux user, Yoshiyuki Masutomi, reported a few days ago that 
  some punctuations, prolonged sign, and some special characters, 
  e.g. u3001, 3002, u30fc, u3013, ..., also were exported wrongly 
  into PDF format on Linux (Vine Linux 3.2). 

  The wrong layout could be seen both on the display and in the 
  exported PDF, he added.

  He investigated into an existence of substitution glyph for 
  vertical writing in the font file that had a problem and found 
  the substitution glyph seemed not to be included in it.

  Additionally, he points that some font files do not have this 
  kind of problem while the other font files do. One of the 
  problematic font files, NFc1kp.ttc, is a TrueType Collection 
  (TTC) font file. The ttc font file consists of two fonts. One 
  of the fonts does not have the problem while the other does. 

  In comparison to the Linux, on Windows, this kind of problem can 
  be seen regardless of what font of the collected fonts in a TTC 
  font file. 
  The font file msmincho.ttc that the bugdoc refers to consists 
  of MS-Mincho and MS-PMincho. Both fonts have this problem.
