SBA-nemeth: I had a look together with TL. Here are our findings:
(1) See summary and screenshot
(2) The paragraph format setting (tab "text flow") of characters at start or end
are disregarded entirely.
(2.1) the "characters at start/end" setting is taken from tools-options for the
automatic hyphenation that is set in format-paragraph-text flow.
(3) The check box "Hyphenation, Automatically" does work, switching paragraph
auto hyphenation on and off.
