Seems that somehow the permissions to add comments to issues got screwed up on
the staging installation.

For instance, look at issue
http://www.stage.openoffice.org/issues/show_bug.cgi?id=64991. It was submitted
by bfs, and is currently owned by bfs.

When logged in as user "fs" (which has the domain-wide roles "Canconfirm",
"Issue Tracker Admin", "Registered User"), I cannot add any comment to this
issue. What makes this particulary weird is that "fs" has all permissions to
modify other aspects of the issue. For instance, I can reassign the issue, and
submit the form, which gives me an error message "Configuration requires a
comment be entered, but you don't have the necessary permissions to add a 
comment.".

Interestingly, other accounts seem to have the proper permissions:

"cloph" has the "Add Comment" privilege, "fs" doesn't. Not sure what cloph's
domain wide roles are, but seems that one of them implies the "Add Comment"
privilege.


Anyway, I think that "Add Comment" is absolutely necessary for any IZ account,
at least for any IZ account with the "canconfirm" role. In agreement with ST,
this is a P1.
