Many of the help localizations are nonexistent, or too far from complete to be
useful. It would be nice to be able to leave those out from the installer for
that language's language pack (or from a multi-language OO installer that
includes that language). OOo should then default (at run-time, that is) to show
the English help instead.

Will attach a patch that enables specifying which help localizations are poor,
and those will then not be included.
