The backends are never active at the same time - remember that the first thing
they do is to check whether the office runs in the corresponding desktop
environment and returning empty references if not.
So the performance penalty must be mostly due to the library loading itself
(i.e. resolving symbols, loading dependant libraries etc.).
BTW: would you mind sharing some numbers to get an impression about how much of
a performance penalty we are talking about ?
I am pretty much in favor of a shared proxy factory as described in #2, because
both backends share the same config components anyway and #1 will require two
additional libraries (one for gconfbe1, one for kdebe1).
