OK, now understood. This text direction relates to the direction that the
language writes in, so it is, in that sense, language related.
But when you put text inside a graphic, sometimes you want to change the text
direction for non language-related reasons, for instance to get vertical text in
a vertical shaped box. This is nothing to do with language-related text
direction, but it is a useful feature.
So this issue is a documentation issue.
The existing box entitled "Text direction from top to bottom" needs to have
added something like "These buttons depend upon the activation of the "enable
for asian languages" option under tools/options/language settings/languages
