This text direction relates to the direction that the language writes in, so it is, in that sense, language related. But when you put text inside a graphic, sometimes you want to change the text direction for non language-related reasons, for instance to get vertical text in a vertical shaped box. This is nothing to do with language-related text direction, but it is a useful feature. So this issue is a documentation issue.
