I though the summary made it clear that it was both import and export issue. 
Test the following: create a new spreadsheet with OOo 2.0.3 RC5 and save it as 
xls. Close the document and open it again with OOo 2.0.3 RC5. Column sizes 
will the same as they were while saving. So it's pretty clear that the 
bug applies to both import and export.

If you open the same document with either MS Excel or OOo 2.0.2 columns will 
be narrower. Now if you create a new speadsheet with MS Excel or OOo 2.0.2 and 
open it with OOo 2.0.3 RC5, columns will be wider (in case of test.xls, Column 
A: MS Excel - 14,00 (103 px), OOo 2.0.2 - 2,85cm, OOo 2.0.3 RC5 - 3,29 cm. 
Don't ask me how MS Excel metrics compare to cm :)

OK, the tests above were performed on Windows XP. Now lets go to Linux [ 
Debian unstable, Linux 2.6.16, Xorg 7.0] (test.xls):

OOo 2.0.1 ia32 build (from openoffice.org) - Column A 3,29 cm
OOo 2.0.2 ia32 build (from openoffice.org) - Column A 3,29 cm
OOo 2.0.2-3 i386 debian packages (patched with ooo-build etc.) - Column A 3,29
OOo 2.0.3 RC5 amd64 build (from ftp.linux.cz) - Column A 3,29 cm

So it seems that the bug has always been there on Linux. So the xls file saved 
with OOo 2.0.2 on Linux opens _differently_ with OOo 2.0.2 on Windows and vice 
versa (3,29 cm vs 2,85 cm). I think it's a pretty major showstopper, because 
if OOo Calc can't such a basic thing as column width right, all MS Excel 
compatibility goes to trash.
