Sorry to post here again, but in light of another issue (issue 66441), this
issue has new relevance.

Additional comments which may have bearing on this decision:

-It is true that even in newer versions of Excel it is not possible to use a
reference to another sheet in conditional formatting. (OOo is better in this
respect.)
-In Excel, despite the use of a hidden "absolute" reference, when the ENTIRE
SHEET is duplicated the conditional formatting on the new sheet references the
new sheet, rather than the original sheet (because of the previous point).
-Therefore, an OOo user copying an ENTIRE SHEET and migrating from Excel would
expect the conditional formatting on the new sheet to reference the new sheet,
rather than the old sheet. (This would be a logical thing to have happen.)
-By default, OOo Calc uses a complete absolute reference when inserting
conditional formatting, including an absolutely referenced sheet name. Thus, to
get a relative sheet name (thus enabling copy/paste of cell sections between
sheets while preserving relative conditional formatting) a user must change each
instance of the sheet name from absolute to relative by removing the $ sign
manually.
-In most other cases, Calc does not include the sheet name when inserting a cell
reference, making copy/paste between sheets work as expected.
-Because OOo automatically inserts an absolute sheet name into the conditional
formatting even when referencing with the same sheet, it is tedious to go back
and remove all these sheet name references in order to enable adequate
copy/paste useability
-Finally, and most importantly, use of relative sheet names in conditional
formatting is currently broken (see issue 66441), therefore using relative sheet
names in conditional formatting isn't currently an option for users.

I would propose in light of issue 66441 that at least one of several things
should happen:
-(Enhancement) A "use relative sheet name" option could be added to the
conditional formatting dialog. (Issue 66441 would have to be fixed as well for
this to make a difference.)
-Alternativly, the conditional formatting dialog could insert a relative sheet
name (or no sheet name at all) by default unless a different sheet is
referenced. (This would greatly simplify the copy/paste between sheets issue,
but again, issue 66441 would have to be fixed as well.)
-The help should explain about copying conditionally formatted cell blocks
across sheets and that absolute references will need to be changed. (This would
help users confused with existing funcionality.)
-When copying an entire sheet, a dialog box could ask whether or not the user
wants to change absolute references internal to the sheet from the old to the
new sheet.

Basically, it comes down to either having an intuitive user interface or else
having a help file that explains why the interface isn't implemented in a way
that many/most people find intuitive.
