After consulting FAQ at the installer page http://www.msifaq.com/ and selecting the installer error 1719 I was guided to go to the start menu and run services.msc Here I discovered, that the installer was disabled. After enabeling it to "manual" I could install OO 2.0.2 without problems. Sorry for having bothered you.
