connectivity/source/parse/ParameterSubstitution implements a service
com.sun.star.sdbc.ParameterSubstitution, which seemingly can be used to
substitue named parameters in SQL statements with unnamed ones.

However, there is no client code in the connectivity module which uses this
class. Also, the header file is not exported. Yet more, though
dbregistration.cxx has code for registering this as UNO service, but the dbtools
library is not handled as component library, e.g. in an OpenOffice.org
installation, it is not registered to provide any UNO services.

All in all, this makes ParameterSubstitution dead code.

Please either remove it, or properly register (and document!) the UNO service.
