If you use kde, you can select the Israeli keyboard of the lyx variant. Then, shift quf will be qamatz, shift-samakh segol, shift-tsadi tseyre, etc. As for OpenType fonts, mreimer has provided four names and some links in this bug report, just search the page for Ezra, Cardo, SBL.
