This problem for me arose upon my migration from OOo 2.0.2 to OOo 2.0.3.
System is Windows XP (Home).

Previously, created, accessed, and updated a database as dBaseIV, accessed
through Base.  Creating user was Windows XP Limited Account.

Upon conversion, as Limited Account user, attempted to access database.
Got error message, "Preparing to install."  Followed by, "Installation Wizard
cannot be run properly because you are logged in as a user without sufficient
administrator rights for this system."  If I change the user to an
Administrator account, then access proceeds normally, as it would have under
OOo 2.0.2.
