Cannot reproduce with OOo1.9.79 and WinXP SP2.
I switched toolbar text on, so toolbar would much longer than the window size.
The behaviour is as expected - only the first part is shown, the rest is in the
dropdown section.
Please give a step by step report how to induce the bug.
