The GUI (properties-dialog for frames) does not allow to set a negative 
vertical position relative to the page text area for frames.

here is how to reproduce:

1) create a simple writer document and insert a frame with the following
settings/positioning:
  Anchor: to page
  Position: 
    horizontal "from left", 0.0cm, to "page text area"
    vertical "from top", 0.0cm, to "page text area"

The frame is now placed to the most top/left corner of the text area!

2) try to change the position into:
    horizontal "from left", -2.0cm, to "page text area"
    vertical "from top", -2.0cm, to "page text area"

this does not work, as the gui only allowes positive values for this position.

As I don't see any reason, that negative values should be invalid in this
context, I think it should be possible to insert negative values for the
vertical and the horizontal position relative to "page text area".

A quick solution would be very useful for us, since solving this bug could be an
(easy to implement) workaround for the bug #67121 regarding the export-filter of
OOo. Here the export filter procuces a .doc-format that doesn't set the correct
position of frames in Word 97 if they are positioned relative to the "entire
page". The workaround is setting the frame relative to the "page text area"
which works correct with the export filter and Word 97.
