Tools/Macros/Organize Macros/OOo Basic/Organizer.../Libraries/Import... allows
one to insert a library as reference, but just read-only. This is an arbitrary
restriction AFAICT. When I manually edit the files

...\OpenOffice.org2\user\basic\script.xlc  and ...\dialog.xlc 

to set readonly to false, everything seems to work fine.

It is often desirable to keep a library in an external path (in my case I want
the library to reside on a network drive that has daily backups rather than my
local disk which has no backups) so importing libraries as reference without the
read-only property would be a great feature, especially now that there is the
library export feature which makes it easy to set up a library in an external 
path.
