This seems not a problem of OOo.
Simply take cell B1, select "Format" -> "Standard" and then apply 8 pt font
size.
That works for me. Obviously the cell text just had a formatting, that prevented
it from being resized.
Please check what could cause such a formatting. (Excel import?)
Can the text be resized in Excel? Can you duplicate this with other Excel
documents?
Priority set to P5 for the moment.
