If you might have seen there are lots of download mirrors. Which one has been
yours? I've used
http://ftp.stardiv.de/pub/OpenOffice.org/stable/2.0.3/OOo_2.0.3_Win32Intel_install.exe
and it works fine.
Have you checksummed the downloaded file
http://www.openoffice.org/dev_docs/using_md5sums.html)?
Which version of the Microsoft installer do you have? Is there a chance to
update this tool?
As you have seen, the files are ok in  the *.cab files. The DOS notation might
be caused by a defect Microsoft installer or by some system settings. If your
download file isn't defect there is nothing we can do.
