I'm back from vacation, hence the long silence.
Collation (sort order) does not depend on which localized UI is used.
Significant is the language selected under Data.Sort.Options, if that is
Default the locale setting under
Tools.Options.LanguageSettings.Languages is considered, and if that is
Default the system's locale is taken. Languages set for a cell in number
formats or in font attribution are not significant for collation.
Anyway, the wrong order also shows up when Data.Sort.Options.Language is
set to Romanian. The order is correct if English_US is selected instead,
which uses the default Unicode Collation Algorithm through ICU.
Collation for a locale is determined by the ICU package OOo uses,
currently ICU 2.6, which is quite old. The collation may be
modified/overridden in the i18npool module, like it is done for
Hungarian for example, see i18npool/source/collator/data/hu_charset.txt
However, as we're currently upgrading to ICU 3.4.1 (scheduled for
OOo2.0.4) we should re-evaluate this issue when done and see if Romanian
collation is still wrong, and only add modified collation data (and file
a bug against ICU) if necessary then. Adding dependency on issue 60645
for this.
