I don't think mingw should be a hard build requirement for all non-windows
targets, but unowinreg.dll has to be removed from the source.

How about treating it like the mozilla binaries, I mean:
* Let configure check if unowinreg.dll was placed in external/unowinreg/.
  - If present, use it.
  - If not and on Windows: build it.
  - Optional, because rene already did the work, if not present,
    but mingw compiler is present: build it.

I would then place the dll to something like:
   http://tools.openoffice.org/unowinreg_prebuild/680/
so that non-windows host can use it.
